CATEGORY RULES
The BLUE Ocean Film Festival (BLUE) is committed to honoring, sharing and promoting the world's most outstanding ocean films in an effort to raise awareness and help protect the ocean and the life within.

We are committed to providing a platform for filmmakers to reach the widest possible audience for their work. We invite entries from all levels of filmmakers and encourage submissions from broadcasters and distributors around the globe.

Our categories cover a variety of ocean related topics such as ocean science, exploration, it's marine life, issues effecting it's sustainability and humanity's direct connection to its health.

Submission of a film to our competition constitutes acceptance of our Rules & Regulations, so please review this information in its entirety.
NOTE: To enter the same film in multiple categories a separate entry along with the additional entry fees must be submitted for EACH category entered.

KEY DATES
September 24-30, 2012 The BLUE Ocean Film Festival & Conservation Event will be held in Monterey, California
(BLUE 2012)

ELIGIBILITY
For a film to be eligible for consideration:
(1) Entrants must comply with these Rules & Regulations, including deadlines, submission material, film length, entry fees and other requirements
(2) The "Completed By" date is January 1, 2010 or later, unless special exception permission is granted by festival staff
(3) Non-English language films are encouraged. However English subtitles of the narration must be included on the evaluation and exhibition copies.

HOW TO ENTER
All entries must include the following:
1) All the requested information as specified through Without A Box or through our online submission application.
2) The applicable entry fees. Student filmmakers must mail verification of student status with the evaluation DVDS.
3) FOUR (4) Copies of the film on DVD or Blu-Ray formatted Region 0 (region free) or Region 1 (North America) NTSC ONLY.
Entries in any other format will not be accepted for evaluation.
Please confirm that each DVD to be submitted plays in it's entirety on a consumer DVD player. Each DVD must be properly labeled with Film title, run time and contact information. Evaluation DVDs will not be returned. It is Entrant's sole responsibility to ensure all materials arrive within the designated deadline time period. BLUE reserves the right to disqualify submissions, without a refund, which do not arrive at our address by the deadline.
Two (2) copies of each film entry will be archived in our Festival's Video Library (for reference, archival, and educational purposes). All other copies will be destroyed by the Festival Staff.

MULTIPLE ENTRIES or ENTERING MULTIPLE CATEGORIES:
Each film entered must be submitted on separate DVDs and accompanied by its own completed ENTRY FORM with the appropriate ENTRY FEE.
NOTE: Please do not send a compilation DVD composed of works for separate entries or multiple categories.

RE-ENTRY:
If your film was submitted for previous BLUE Ocean Film Festivals, you may re-enter it if you have made significant changes and if all eligibility requirements are met.

FILM FINALISTS & HONORABLE MENTIONS:
If your film is recognized as a category finalists you must fulfill the following requirements by the dates determined by the festival:
1) You accept responsibility for obtaining any and all clearances necessary to exhibit your film to a public audience at BLUE 2012.
(a) You warrant that you have the rights necessary to exhibit your film publicly at BLUE 2012. (b)You and all entities associated with the submitted film indemnify and hold harmless BLUE Ocean Film Festival,LLC, its parent organization, its affiliates and any respective directors, officers, employees, volunteers or other representatives against any claim arising out of exhibiting your film at BLUE 2012.
(2) You deliver to the designated festival address
(a) One pre-tested broadcast quality exhibition master for featured screening during the Festival. (b) a second exhibition master, if requested by the Festival to allow for multiple screenings at more than one venue.
(3) Finalists must submit a 30 second clip for use in the Awards Ceremony
(4) Finalist must submit a film highlight trailer not to exceed 2 minutes for promotional purposes
(5) Film Exhibition Masters must have all time-codes, watermarks and channel bugs removed. Films with any of these visible will NOT be publicly screened
(6) All commercial breaks must be removed from Exhibition Masters. Films with commercial breaks will NOT be screened

SHIPPING:
Entrants are responsible for all shipping charges, insurance and customs fees for entry materials and screening masters to the Festival.
Those who request return or forwarding of their screening masters are responsible for all shipping, insurance and customs fees to the return/forwarding destination. Entrant must notify the festival staff of the appropriate address where to ship the master. BLUE will provide packing materials and the packaging of your return shipment.

JUDGING:
All films will be evaluated through a tiered judging process.
Films which make it through the first round of judging will be ACCEPTED into the festival. All ACCEPTED films will be made available for on demand screening in the Film Library which will be open during the festival. However, we will not be able to publicly screen all accepted films. The Category Finalists will be selected from the ACCEPTED films. All competition category finalists will be guaranteed a public screened during BLUE 2012. Finalist Filmmakers will receive 6 complimentary single film tickets to their film's main screening.

The selection of finalists and category winners will be conducted by a jury of experienced professionals. The Jury will judge submissions on the basis of artistic excellence, scientific accuracy, technical achievement, issue awareness and empowerment, entertainment value and ability to inspire appreciation of our seas. Judges will assign a numerical score to each area. Finalists are chosen by their cumulative numerical ranking. The jury reserves the right to withhold an award in any category or to create a Special Jury Award for films deserving special recognition.

SPECIAL JURY AWARDS:
BLUE's Executive Director and the competition Jury may choose to recognize outstanding achievements in areas in addition to those outlined in the regular competition categories such as Musical Scoring/Soundtrack, Writing/Scripting, Narration, CGI, Large Format, Dome Format, Use of technological innovations or Audience Voted Awards.

NOTIFICATIONS:
Festival entrants will be notified of the finalists judging selections at least 60 days prior to the event.

SCREENINGS:
BLUE reserves the right to screen any film entry at the festival and to include the entry in future festivals as a special screening or retrospective presentation. No screening fees are paid for films selected to screened at the Festival.

AWARDS:
Award engravings and certificates will be made out as specified on the entry application unless BLUE Film Competition coordinator is notified prior to August 24, 2012.
Any special award titling requests after the award notification deadline will require a change fee. If no individual is specified to be the award recipient, then the award will name the production company/organization as the recipient. Duplicate awards will be available for order after the BLUE Carpet Awards Ceremony for an additional fee. Award eligibility is subject to any restrictions imposed by applicable laws and regulations and the award recipient is responsible for all applicable taxes, customs fees, tariffs, insurance and other costs if any.

FESTIVAL OPERATIONS:
Entrants hereby grant and assign to the festival and its successors and licensees the right to copy the entry in its entirety to facilitate promotional efforts and the technical operations of the festival, in and through any and all media formats now known or hereafter devised.

BLUE On TOUR
Entrant acknowledges that BLUE's finalist films MAY be included in BLUE On Tour, a traveling film festival which provides films for non-profit groups, aquariums & zoos, schools and other organizations for special screenings and educational purposes, including paid screening events at various locations around the world. BLUE reserves the right to make dubs for the above listed purposes.
All Entries may be considered for inclusion in our BLUE On Tour traveling festival unless filmmaker or authorized representative specifically requests their film to be excluded from BLUE On Tour.

BLUE ARCHIVES:
All submissions will be retained permanently by BLUE Ocean Film Festival for educational, promotional, traveling festival, and archival library purposes.

BLUE 2012 FESTIVAL PROMOTIONS:
Promotional segments of the competition films must not exceed two minutes in length.

COPYRIGHTS:
Entrant certifies that the film being entered into competition has secured all the appropriate clearances and is not involved in any type of current or pending litigation. BLUE is not responsible for any copyright infringements resulting from public screenings or the printing of promotional materials which were supplied to the Festival.

AUTHORITY TO ENTER the BLUE 2012 COMPETITION:
By submitting an entry to BLUE, entrant agrees that they have read and agree to abide by all the submission rules, that all information contained in application is true and correct. Entrant acknowledges that they are authorized to submit the film to the festival for the film awards competition.

By submitting to the Film Competition, entrant fully accepts the above terms & conditions.
