ELIGIBILITY REGULATIONS

Entries already screened in other venues, including other film festivals, within St. Lucie, Indian River and Martin Counties (Treasure Coast, Florida), or have commercially exhibited or been televised anywhere in the US before May 30, 2013 would not be eligible to screen in the 2013 Treasure Coast International Film Festival.

Language: Titles produced in languages other than English must have legible English subtitles with the original language soundtrack.

Not all films officially selected will be eligible for competition.

The selection committees' and juries' decisions are final.

Films submitted must have been completed after January 1, 2011.
Films publicly screened in the U.S. must include information: when, where and awards received with entry form.

At the filmmakers expense, all films on any format will be insured against damage or loss for mailing and while participating at TCIFF during the festival. By not following this request, you are automatically accepting responsibility for the damage of your film in transit or at the festival.

SUBMISSIONS REGULATIONS

Deadline: All preview submissions must be shipped prepaid and packed in proper containers. All films postmarked on or just before our final film submission deadline must be sent via special handling to arrive in
our offices no later than 4 business days after the final deadline date, unless previous arrangements have been made. No submissions and/or screeners will be returned.

Payment: If you are an international filmmaker, please pay online by credit card, via Withoutabox.

Entry fee is nonrefundable.


SUBMISSION METHOD & FORMAT

Complete the Official Entry and Release Form and read the Rules and Regulations in their entirely. These forms may be downloaded from the TCIFF website www.tcifilmfest.com "Film Submission"). Next, enclose
the original Official Entry Form (make a copy for your records) with a labeled case for the 1/2" (NTSC) videotape copy of the film, or a DVD (NTSC only)" and applicable entry fee made payable to TCIFF.

ACCEPTANCE

Notification of acceptance will be made via e-mail around May 5, 2013 AND in most cases much sooner. Please make sure your email address provided will be operational at that time.


REQUIRED SUBMISSION MATERIALS

Previewed Video or DVD entries will NOT be returned and will become part of the TCIFF private library.


PAYMENT

Each entry must be accompanied by the entry fee and a legible (prefer printed or typed) original signed, Official Entry and Release Form.


PREVIEW

For preview purposes, only 1/2" VHS (NTSC) or DVD (NTSC only) will be accepted. Do not put multiple works on the same DVD or videotape. DVD's must be submitted in plastic safe cases, formatted in MPEG Video. DVD's must not include labels or stickers of any kind. Please test your DVD on several makes and models of players. DVD + RW and DVD - RW ARE NOT ACCEPTABLE.


RECEIPT OF ENTRY

If you need a quick acknowledgment of receipt of your submission, include a self-addressed, stamped postcard.


PRESS KIT

If your film is selected, you will be asked to provide a trailer on DVD formatted in MPEG video sent by mail to the festival office.

The following press Kit requirements must be fulfilled along with the DVD and submission form sent with your submission.

1) Key film Still MUST BE 300dpi JPEG image (color unless film is in B/W)
2) Film description of 25 to 50 words
3) Synopsis of 150 - 200 words
4) Previous press releases about film
5) Complete principal cast and production credits listing.

The following materials are also appreciated:
posters, flyers, (preferably with Festival dates), and post cards.


SHIPPING OF PREVIEW VHS / DVD & LABELING
Preview VHS cassettes and DVD's MUST BE CLEARLY labeled with film title, total running time and contact information (name, address, phone number & e-mail address).

Do not send tapes in fiber filled envelopes without being inserted in a plastic covered case, as that may damage your tape and our equipment.

DO NOT send any original or master copies of anything.


SHIPPING EXHIBITION FILMS

The filmmaker is responsible for shipping costs to the TCIFF offices for all materials and prints.

Filmmaker will pay ground shipping to return exhibition copies (only) to the address designated by the Print Source and only when requested by filmmaker prior to the conclusion of the festival.

Under certain circumstances TCIFF can forward the film to another festival/destination; however, TCIFF will not coverany shipping costs on films. All shipping requests must be paid by the
filmmaker.

Title of work and name of entrant must be on all mailing containers and mailing labels, video boxes, photographs, videocassettes, film containers, must be numbered (1 of 2, 2 of 2, etc.).


INTERNATIONAL SHIPPING

Import declaration statements: all non-U.S. entries must be sent via air mail registered with the declaration:

A) For 35mm films: "Free entry claimed under #724.10 (960.55) U.S. Tariff Act. To be returned following the Festival."

B) For videotapes/DVD's: "Free entry claimed under #724.12 (960.60), U.S. Tariff Act. No commercial value, for Festival use only, to be returned following the Festival."

Entrants must assume all responsibility for clearing films and videotapes through U.S. and/or foreign customs officials. TCIFF is not responsible for foreign/US duties on incoming or outgoing films. The Treasure
Coast International Film Festival WILL NOT handle any custom clearances on any end. TCIFF reserves the right to make any necessary changes in Rules and Regulations or Festival scheduling.


All student film submissions that meet student film requirements and conditions are free. However, the deadline for student films is July 5, 2015. Any student submission postmarked after the deadline date and/or received later than 4 days after student film's final "deadline date" will not be accepted.
