Category Rules


There are no category restrictions. Each work is juried solely on its own merits. The Festival seeks any combination of inventive, incisive, bold, vital and otherwise provocative work of any style or genre.


1. Formats accepted for exhibition: Blu-ray and DVD. Entries must be submitted on a DVD or online screeners via Withoutabox. (The Festival accepts NTSC/PAL formats. and digital regions 0 and 1). Secure Vimeo screeners are welcome as back-up. Please cite such screeners on the Cover Page of Withoutabox.

2. All entries must have been completed after January 2015.

3. Films must be presented in their original language with English language subtitles.

4. Each entry must be accompanied by 1 Entry Form, 1 Payment Form and 1 signed Regulation Form for hard copy entries or your WAB online form.

5. Each entry must be on a separate DVD in NTSC format preferred; however, PAL is acceptable for filmmaker convenience.


Complete and sign the entry form and enclose it with a labeled DVD. Please include also a plot synopsis, cast and crew list, director's biography and entry fee(s). If you would like your DVD entry copy returned, please include a stamped, insured return package with your entry fee.

• $50 per all entries regardless of length/except with discounts via WAB, except for early entries prior to Jan.15th. Note the Withoutabox payment rate based on the submission date.

• Entry fees are made payable to "RIIFF/Flickers" by check, money order or credit card. All checks or money orders must be drawn on a US bank.

• Fees from outside the USA must be paid by certified check in US dollars or credit card. We will not accept personal checks from outside the United States.

• No cash accepted

• Films submitted after the listed final deadline add a $10 late fee


• Features: 41 minutes or longer. Shorts: 40 minutes or less per Academy rules.


Submission of a work confirms that the FLICKERS: Rhode Island International Film Festival has permission to exhibit it during the Festival and any Festival Tours. Submission of a work implies that the Festival can employ moving image excerpts and reproduce stills for exhibition promotion. RIIFF also hosts a "Best of Fest" screening after the main festival. Permission will be asked for participation if you are selected.


The general program and screening schedule are the exclusive responsibility of the Festival Director. Films accepted and included in the program cannot be withdrawn from competition once the entry form has been signed and submitted to the Festival.


Every precaution will be exercised in handling entries, but neither the Festival organizers, employees, sponsors, nor participating organizations can assume responsibility for damage to or loss of materials submitted. All films submitted to play at RIIFF will be previewed prior to exhibition with a log kept of their condition. Filmmakers will be notified if a film arrives damaged.


RIIFF will cover shipping costs only for return of the work to the point of origin. If a film comes from a domestic source, it will be returned to a domestic location. RIIFF will not ship to an overseas location if it came from a domestic source. All digital media and DVDs shipped domestically and to Canada will be by USPS with a receipt confirmation. All international shipping will be by USPS air based on prevailing rates. You must provide us with the appropriate address for shipping in a timely manner. Unless arranged in advance, no films/work will be sent out during the main film festival. Return shipping will take place within a three week period following the festival. Digital media without proper return information will not be shipped.

• DEADLINES: -- Very Important: Festival entries must be postmarked by January 15, May 15, June 1, and June 15th, 2017 for the respective deadlines.

• Accepted digital media are due to RIIFF for Traffic logging no later than July 15, 2017; or approximately one month before the annual festival.


Digital Media should be marked "For Festival Screening Only." Shipment should be prepaid by the sender. To obtain a notification of receipt, please include with your mailing a self-addressed, stamped postcard. IMPORTANT: Do not send via registered or certified mail.


All entries are initially reviewed by pre-screening officials. In June, the jury will consider the pre-screeners, semifinalists and any other entries submitted to the Festival they may wish to see (even those not passed on by the pre-screeners.) Following the jurors, decisions, a list of Finalists will be determined by the first week of July 2017. Acceptance of films to be invited and shown at RIIFF is by the Executive Director or Program Director via e-mail.


If your work is invited to screen at RIIFF, please submit whichever of the following materials you have immediately upon notification of acceptance to better aid in Festival publicity of your work in digital format: B&W stills; color images; Press Books; one DVD video clip, MPEG, YouTube or Vimeo for web site inclusion. Make sure you contact the Festival prior to mailing posters since the screening venue will determine the size that can exhibited. Please be sure to check your spam filters in order to receive RIIFF eblasts that will be directed to accepted filmmakers. And most importantly, do not unsubscribe. We cannot add your email back once you've removed it.


It is RIIFF's intention to provide a worry-free environment where people can conduct business and view work with ease. Our staff will be happy to provide for you a list of local hotels and B&B's upon request. We will also provide each attending filmmaker with a hospitality package which will include maps, passes, special offers at restaurants, entertainment complexes and local attractions.
