Short FIlms
Any category short film of 20 minutes or less will be accepted for review. Screening programs will have themed showings. Themes are determined from all entries. There will be multiple awards and prizes.

All films selected for presentation at the festival are projected in the venue's Main Theater or in the festival's multi-screen Exhibition Center.

COMPETITION
Films are programmed for public screening in a selection of categories. Each film is presented in one or more of the following sections and is placed at the discretion of the Programming Committee.

Short Film Competition
Showcasing the best short films from around the world, this competition highlights the work of both established professionals and new artists in the short subject form. The winners of the Short Film Competition receive the World Arts Film Festival "Best of Fest" Award in the following categories:

Animation
Documentary
Experimental
Narrative
New Media (includes Public Service Announcements, Music Video, Webisodes and Mobile)
Student Film

Additional prizes and sponsors will be announced. Details are listed in the Prizes section for:

-Student Awards with Best in all categories, by group; Elementary, Middle, High-School, College.

-Special Jury - Hometown Award and Hometown Student Award to films from Host City 2014 - Jacksonville, FL

*New Media
A mix of new technologies are used with cutting edge visual language and forms. This program views cinematic language through selected short films that represent the work of established directors, award winners, and arts innovators. This program features films as diverse as the artists who make them.

*Webisodes may be submitted as a three-episode group, if needed to better understand the story, as long as the grouping meets the 20 minutes or under general requirement.

*Music Videos must be created with original music of an artist.

*Student Film
Spotlighting student filmmakers as directors, writers, cinematographers and producers. This showcase will also feature films in the Festival Exhibition Center. Students are 21 years and under or part of a group with an average age of 21 or younger. Student status will be verified.

All filmmakers with accepted entries are encouraged to attend the festival. A spokesperson for your film will be invited to participate at one or more screenings, workshops, panels and/or online by web broadcast. Filmmakers receive All-Access Passes to all festival activities and more to be listed at later date.

MISSION & OBJECTIVE
The World Arts Film Festival is an annual, not for profit, competitive event organized to encourage greater awareness and understanding between people through the art of filmmaking. Our mission is to support artists and filmmakers of all ages and of all abilities to create, inspire, and share their work with each other and the world.



ABOUT THE FESTIVAL
The World Arts Film Festival, like its name, is bound to the idea of global consciousness. With the increased reach of technology, our world becomes instantly smaller and instantly more accessible, bringing all people into closer contact with each other.

Our goal is to inspire filmmakers of all ages and of all abilities, including those with special needs, by helping to provide resources for them to develop as artists and achieve success in the film industry.

The festival attracts both established professionals and first-time filmmakers to meet and mentor each other and their audiences. Founded in April 2013, for three days each year, the festival elevates the unique visual "voices" of film artists and how they see, hear, smell, feel and touch the world.

The festival recognizes top films and the talents that create them, presenting a showcase of quality work and a venue for exploring the filmmaking process.

The World Arts Film Festival was created by individuals in New York, Los Angeles and Jacksonville, Florida and is supported by a growing network of advisors around the world. The 2014 festival event located in Jacksonville, Florida offers a creative and idyllic environment for visitors along a pristine white-sand coast of the Atlantic Ocean.

GENERAL RULES
GENERAL FESTIVAL RULES:

Selection
Film selection for the Festival will be made by the Festival Programming Committee. All filmmakers will be notified via email of acceptance. Awards and prizes will be given to selected films.

Submission
All films must be submitted and paid for through Withoutabox.com online submission system. Illegible or incomplete entry forms will not be accepted. Entry forms that do not include full payment of entry fees will not be accepted.

Entry Fee Waiver - Some Student Films will receive a waiver code advanced to them through a school's educational partnership with the festival. No other waivers or exceptions will be granted. Please do not ask.

Language - Non-English language films must be made available with the original language soundtrack and English Subtitles.

DVD Screeners
Submit (2) DVDs Preview copies each clearly marked "For Festival Screening Only" All shipped film submissions on DVD must be shipped prepaid and packed in proper containers postmarked no later than their respective deadlines. The entrant is responsible for ALL SHIPPING FEES.

Online Screeners
We will only accept online screeners through Withoutabox.com. We will not watch films submitted on YouTube.com or any other websites. World Arts Film Festival, its members, directors, employees, and volunteers are not responsible for broken or incorrectly submitted URLs. Submissions may not be withdrawn from the Festival once they have been entered. There are no refunds for entries with incomplete entry forms, or incorrectly formatted preview materials.

Review Process
All entries are automatically included in the general World Arts Film Festival Shorts Film Competition. The Festival Programming Committee will review films in their entirety using an anonymous screening process. The committee are a volunteer group of filmmakers, film enthusiasts, critics, and educators including members with special needs. We will also select films from local filmmakers residing in the host city and state.

Awards
All Awards and prizes are subject to change, and updates to the prize packages will be posted online at WorldArtsFilmFestival.org. All awards will be determined by the Festival Programming Committee. The Festival Programming Committee may choose not to make an award at their discretion.

Acceptance and Contact
Letters of Acceptance will be sent to the email address provided on the entry form. We do not send physical mail — please ensure that your email address is accurate on your application. The Festival is not liable for emails delayed by spam filters, server rejections or outdated email addresses.

Format - All films must be submitted in DVD (NTSC) format. All other formats will not be accepted. All entries, and any accompanying materials, will not be returned and become the property of the Festival. There are no refunds for incomplete entry forms or incorrectly formatted preview materials.

Accompanying Materials - Please include a printed copy of the Entry Confirmation Form printed from the Withoutabox application with your submission DVD. Incomplete entries will not be considered.

DVD Labeling - Preview DVDs must be labeled with the film title, running time, WAB tracking # and contact information (including name, email, and phone number).

Shipping
If a film is invited to participate, the film must be shipped pre-paid, insured and packed in proper containers. Festival will not pay any shipping. Do not send media in fiber-filled packages as the dust can damage your media and our equipment. World Arts Film Festival, its members, directors, staff and volunteers are not responsible for loss, misplaced, and undelivered media.

International Shipping Information
DVDs sent from outside the United States must be accompanied by a commercial invoice (containing the film's title, run time, format-color or b&w, value of shipment and sender's name and address. Festival is not responsible for any packages lost or damaged during shipping. Do Not Value the package any higher than $10 USD. Do not send media in fiber-filled packages as the dust can damage your media and our equipment. World Arts Film Festival, its members, directors, staff and volunteers are not responsible for loss, misplaced, and undelivered media.

Theatrical Screening
Materials and films selected for festival screenings become the property of the World Arts Film Festival and can be used to promote the festival and the programs of the festival in all mediums including but not limited to, film, television, radio, print, and internet.

By accepting inclusion in World Arts Film Festival, the filmmaker grants non-exclusive rights to showcase their film during the festival in as many screenings as required. This includes the competition screenings and the “Best Of” showcase. In addition, World Arts Film Festival has non-exclusive rights to repeat the showcases throughout the year for fundraising purposes. All ticket sales are property of World Arts Film Festival a project of non-profit, World Arts Education, Inc.

Optional Television Broadcasts
World Arts Film Festival reserves the non-exclusive right to repeat the various films on local cable access channels in the host city area, without further compensation to the filmmaker. This is an optional program in which the filmmaker may opt-in on acceptance of the festival's Educational Program Sponsor Agreement sent to filmmaker upon each film's acceptance for inclusion in the festival.

TERMS AND CONDITIONS

TERMS and CONDITIONS: Please read this document carefully before you submit your film. LEGAL: By submitting to World Arts Education’s “World Arts Film Festival” you warrant, as sole and exclusive owner/s of all legal right and title thereto that you have absolute authority to submit the entry to World Arts Film Festival. You will indemnify and hold harmless World Arts Education and World Arts Film Festival, its judges, its sponsors and partners, its directors, staff, volunteers, individually and collectively, from and against all claims, demands, losses, damages, costs, liabilities and expenses including legal expenses arising out of or in connection with any and all claims, including third party claims, based on films/videos/artworks submitted to World Arts Film Festival. PUBLICITY: If your film/video/commercial/ music video/promo or other artwork is selected, you expressly grant World Arts Education and World Arts Film Festival the royalty-free, perpetual, non-exclusive right and license to use, reproduce, modify, adapt, publish, translate, distribute, and display any and all publicity materials related to the film/video/commercial/music video/promo or other artwork, including but not limited to stills, press releases, bios, and trailers, in whole or in part, without limitation to territory, and/or to incorporate said publicity materials in other works in any form, media, or technology now known or later developed. YOU GRANT World Arts Film Festival the right to screen your film or video at and as part of the festival. You may NOT and will not withdraw your film or video from consideration once it has been selected for inclusion in the festival. AND by accepting inclusion in World Arts Film Festival, you grant non-exclusive rights to showcase the film during as many screenings as required. This includes the competition screenings and the “Best Of” showcase. In addition, World Arts Film Festival has non-exclusive rights to repeat the showcases throughout the year for fundraising purposes. All ticket sales are property of World Arts Film Festival and parent company, the non-profit, World Arts Education, Inc. ACCEPTANCE OF REGULATIONS: By signing the entry form for World Arts Film Festival, the participant accepts, without reservation, the terms of the present regulations as stated in this document which constitutes the entire agreement between the parties with respect to the use of films and supersedes all prior or contemporaneous understandings regarding such subject matter. No amendment to or modification of this agreement will be binding unless in writing and signed by an authorized representative of World Arts Film Festival. Nothing in this Agreement constitutes a waiver of World Arts Film Festival's rights under the United States of America patent and copyright laws or any other Federal or State law, nor of any of World Arts Film Festival's rights under the rules or laws of any country, territory, republic, and/or province.
