Short Films
The short film category is for films that are less than 50 minutes long and are classified as, but not limited to, Drama, Comedy, Documentary, Animated, Horror, Sci-fi, Fantasy, GLBT, Action/Adventure, and Music Videos and their related subgenre films. Open to US and international filmmakers.
Student Short Films
The Student Short Film category is for films that are less than 20 minutes long and are classified as, but not limited to, Drama, Comedy, Documentary, Animated, Horror, Sci-fi, Fantasy, GLBT, Action/Adventure and Music Videos. Open to US and international filmmakers.

Qualified students are defined as High School Students or College/University Students who have completed their film primarily through a course of film study. Entry fees for Student Shorts submissions must be accompanied by a photocopy of a current and valid student ID card or a letter from an accredited school verifying enrollment at time of filming.
Louisiana Filmmaker Feature FIlms
The Louisiana Filmmaker Feature Film category is for films that are more than 50 minutes long and are classified as, but not limited to, Drama, Comedy, Documentary, Animated, Horror, Sci-fi, Fantasy, GLBT and Action/Adventure. Open to US and international filmmakers.

To submit in this category, the director or producers of the film must currently be a resident of the state and have lived in Louisiana since January 2012. However, submissions can be filmed anywhere.

Please indicate in the Withoutabox cover letter where in Louisiana the director or producer lives and how long they have been a Louisiana resident. Proof of residency must be provided such as a current and valid driver's license.
Louisiana Filmmaker Short Films
The Louisiana Filmmaker Short Films category is for films that are less than 50 minutes long and are classified as, but not limited to, Drama, Comedy, Documentary, Animated, Horror, Sci-fi, Fantasy, GLBT, Action/Adventure, and Music Videos. Open to US and international filmmakers.

Phenom Film Fest Commercial Contest
The PHENOM FILM FEST COMMERCIAL CONTEST is a Commercial Ad submission, 30 seconds to 1 minute in length. Submissions will promote the experience and message of film and the Phenom Film Fest, as determined by the filmmaker. Submissions must include a Phenom Film Fest title at the end of the commercial.

The top 3 commercials will be picked to be shown randomly at the beginning all film exhibitions at the 2013 Phenom Film Fest.

Submissions are free. Open to US and international filmmakers.

MISSION & OBJECTIVE
The PHENOM FILM FEST (PFF) was created to offer exposure and advance public interest in independent films without distribution, that might never be seen by the general public and to showcase the local region of Shreveport-Bossier City, Louisiana as a major film center for its' filmmaking resources and talent.

We strive to support the spirit of independent filmmaking on a local, national and international level in all genres of film to include Drama, Comedy, Documentaries, Animated, Horror, Sci-fi, Fantasy, GLBT and Action/Adventure.


ABOUT THE FESTIVAL
The Phenom Film Fest is held in Shreveport-Bossier City, Louisiana. No stranger to filmmaking, the region has experienced a major boom in recent years, with numerous studios calling the region home. Since Louisiana offers one of the top tax incentive programs for filmmaking nationwide, it's no wonder it's been referred to as "Hollywood South."

While major film studios have used the locale to serve as the backdrop for numerous cities and countries worldwide, the Phenom Film Fest serves to draw interest, support and attention to independent filmmaking locally and internationally. The festival will show roughly 40-60 features and shorts while showcasing fun, interactive and innovative talk panels.

GENERAL RULES
DEADLINES:
2012 submissions WILL OPEN MARCH 1, 2013
Deadlines are as follows:
Earlybird deadline: Postmarked by March 15, 2013
Regular deadline: Postmarked by June 15, 2013
Late deadline: Postmarked by July 1, 2013
WAB Extended deadline: Postmarked by July 8, 2013

Postmarked by = Submission packages can be mailed until the day of the deadline.


SUBMISSION GUIDELINES:
Eligibility Requirements for the feature film and short film competition:

- Running time for all feature films must be 50 minutes or more.

- Running time for all shorts must be less than 50 minutes.

- Entries must have been completed on or after September 19, 2010.

- Entries may not have a theatrical run (commercial release) or be broadcast (TV) anywhere in the U.S.A. before September 19, 2013. Previous screenings at other film festivals, as well as private, industry, and press screenings are OK. The "Shreveport-Bossier City Area Premiere" status is preferred, but not mandatory.

- Films produced, financed, or initiated by a major motion picture studio are not eligible for the competition.

- Works in progress will not be accepted for consideration.

- Selected films must be made available on DVD or BLU-RAY. Preferred SCREENING format is DVD. Preferred EXHIBITION format is BLU-RAY . Preview screeners WILL NOT be returned.

- Film submissions in a foreign language must be subtitled or dubbed in English.

- Entries should include a film synopsis, a complete cast/credits list, and stills (requested but not required until acceptance). Stills should be at least 300 dpi resolution .jpg and at least 3" x 5".

- The synopsis and stills may be used in the program guide and will be available to distributors, members of the press, and filmmakers.

- By entering the Phenom Film Fest, you represent that your entry is your original work, and does not infringe on the copyright or other rights of other people/entities.

- Once a film has been entered into competition, we will accept substitutions or revised edits only if minor in nature, ie. music score, credits, etc.

- Entry fees are non-refundable.

- If submitting more than one film, a separate completed entry is required for each title.

- Decisions of the Judges are final and may not be disputed. The Judges will adhere to our film submission guidelines and standard judging criteria; however, the contest and its administrators may not be held responsible for any errors or omissions on the part of the Judges.

- Once accepted for exhibition (notice to be given by August 1, 2013, approximately) you will have 3 days to withdraw your film from the festival.

- You agree to indemnify and hold us (including our employees, officers, shareholders, subsidiaries, affiliates, agents, co-branders or other partners) harmless from any claim or demand, including reasonable attorneys' fees, made by you or any third party due to or arising out of project(s) you submit, transmit or make available to our competition.

- The Phenom Film Fest reserves the right to make any necessary changes to deadlines, dates, rules, and scheduling.

- If submitting more than one film, a separate completed entry is required for each title.



ENTRY FEES
Note: Entry fees are in U.S. Dollars, are per film and are non-refundable. The Festival reserves the right to disqualify a submission, without a refund of any kind, if eligibility requirements are not met including if eligibility status changes post-submission.

Louisiana Filmmakers: Entry fees for Louisiana Filmmaker Features and Shorts must be accompanied by proof of residency of the director or producer, including where in Louisiana the director lives and how long they have been a Louisiana resident. Director must currently be a resident of the state and have lived in Louisiana since January 2011.

Students: Entry fees for student Shorts submissions must be accompanied by a photocopy of a current and valid student ID card or a letter from an accredited school verifying enrollment.



ENTRY MATERIALS

All FILM entries must include the following:

- Entry form properly completed via Withoutabox. A copy of the completed Withoutabox entry form must accompany your submitted works.

- Entry fee paid via Withoutabox.

- Additional requested paperwork for Student films and Louisiana Filmmakers.

- TWO DVD copies of the work, formatted for multi-zone Region 0 (Region Free) or for NTSC Region 1 (North America) and labeled with the work’s title, running time, director(s) name(s) and contact information. Entries in any other format will not be accepted for contention screening. Check that each submitted DVD plays in its entirety on consumer DVD players. DO NOT put adhesive labels on the discs unless it is a professional output job (if burning yourself, use a permanent marker to write necessary information). DVD+RW and DVD-RW are NOT acceptable formats.

- By submitting your ENTRY for CONTENTION you hereby accept responsibility for obtaining any and all clearances necessary to exhibit your film; warrant that you have the rights necessary to exhibit your film; and indemnify and hold harmless PHENOM FILM FEST, its parent company, its affiliates, and subsidiaries and any of their respective directors, officers, employees, and representatives against any claim arising out of exhibition of your film.

Note: It is Entrant's sole responsibility to ensure all ENTRY MATERIALS arrive within the deadline window selected by Entrant. All materials, shipping and handling costs will be covered by the entrant. Films submitted must arrive in our offices no later than four (4) weeks from the postmark date. The Festival reserves the right to disqualify any submission, without refund of any kind, which does not arrive at the Festival shipping destination within the deadline window selected by Entrant. Entry materials WILL NOT be returned.


MULTIPLE ENTRIES
Each entered film must be submitted on its own DVD(s) and accompanied by its own completed ENTRY FORM; please do not send a compilation DVD composed of works for separate entries.


INVITED WORKS
Festival programmers select and invite all the films to be presented at the 2012 Phenom Film Fest. Invited filmmakers will be notified by email or phone via the information provided on the submitted entry form. Make sure to update us with new contact information.

Notification of acceptance will occur by approximately August 1, 2013.

Works invited to participate in the Festival will be shown in the series/program determined most appropriate by Festival programmers, in their sole discretion.

If your work is selected, you must fulfill the following requirements by the date(s) designated by the Festival:

- You must deliver to the address designated by the Festival one EXHIBITION copy of the invited work; additional SCREENING copies, if your film is in competition (to accommodate juror screenings); and additional exhibition copies, if requested by the Festival (to allow for multiple screenings at more than one venue). We recommend you ship via courier in order to permit the tracking of your entry once it leaves your hands.

- All exhibition copies must be delivered in DVD or BLU-RAY.


AWARDS
The Phenom Film Fest will give their singularly unique award, THE FEZ, for the following Feature Film categories: Best Feature, Best Documentary, Louisiana Filmmaker Feature and Audience Choice.

And for the following Short Film categories: Best Documentary Short, Best Short Film, Best Student Short, Louisiana Filmmaker Short and Audience Choice and Phenom Film Fest Commercial Competition.

- All Features and Shorts (except those only shown in the “Gala” section or as a “Special Screening” or “Special Event”) are eligible for the “Audience Award,” regardless of section.

- Awards listed in the above Festival sections and Awards sections are subject to change.


Exhibition Copies
- If accepted, the final screening copy of your film must be in our office no later than August 11, 2013.

In addition, PFF reserves the right to re-screen the accepted projects at events and promotional showcases featuring festival's highlights. The individual or corporation submitting the film hereby warrants that it is authorized to commit the film for screening, and understands and accepts these requirements and regulations. The undersigned shall indemnify and hold harmless Phenom Film Fest from and against any and all claims, liabilities, losses, damages, and expenses (including but not limited to attorney's fees, and costs of the court) which may be incurred by reason of any claim involving copyright, trademark, credits, publicity, screening, and loss of or damage to the screening videos entered.
