MISSION & OBJECTIVE
The mission of the Downtown Tyler Film Festival is to engage emergent motion picture producers in a celebration of film that is both challenging and rewarding. Our festival directors and support staff are dedicated to delivering as many connections and as much information as possible to our participants, in hopes that they will grow both personally and professionally.

ABOUT THE FESTIVAL
The Downtown Tyler Film Festival began as the privately funded "No-Name Film Fest" in the fall of 2004. Adopted by the City of Tyler in 2011, the festival became known as the Downtown Tyler Film Festival, and has remained true to its original mission of being dedicated to helping new filmmakers learn as much a possible in an honest and open format. We don't do agendas here, and we don't play favorites.

The festival is operated by the film/theater workgroup of the Downtown Tyler Arts Coalition (DTAC) which is funded and administered by the City of Tyler and the Heart of Tyler (HOT) Downtown Tyler Revitalization Organization. The festival operates out of the city-funded offices of Gallery Main Street, 110 West Erwin, and principal screenings take place at the newly-remodeled and city-operated Liberty Hall theater space (libertytyler.com) located on East Erwin Street in Downtown Tyler.

The festival is a sponsor-funded and non-profit operation and is administered by volunteers who are driven to promote growth and appreciation for independent film. Festival administrators report to both HOT and the City of Tyler for oversight.

The festival focuses on short films as a means of reaching out to as many new producers as possible. Festival directors pride themselves on having some of the best breakout sessions available, and encourage producers to attend as many of these special work sessions as their schedules allow.

GENERAL RULES
Film Submission Procedures, Rules and Guidelines

Downtown Tyler Film Festival 2013 will run from Wednesday, September 25 through Saturday, September 28, 2013 in Downtown Tyler's Liberty Hall.

The theme of this year’s festival is short film and only recently produced projects with a run-time of ten (10) minutes or less will be considered. We are accepting submissions in the Narrative and Documentary award categories, with additional awards for Best Texas Film, Best Animated Film, and Best Student Film. (Additional awards are non-exclusive and can be won in combination with other awards.) The films can be unusual, quirky or even bizarre, but hateful, sexist, or mean-spirited projects will not be accepted.

We encourage representatives from each production team to be present at the festival for Q&A after the showings. All material in the entries – music, dialogue, artwork, cinematography, etc. – must be in the project legally and be cleared by the producer for public exhibition. Submissions will not be returned.

Restrictions

All submissions will be screened for appropriate content; films must be suitable for viewing by all audiences.

Entry Specifics

- Films must have been completed after January 1, 2011. Films must be available for screening during the Downtown Tyler Film Festival, September 25 to 28, 2013.
- Films must be submitted no later than August 1, 2013 (or August 15, 2013 for the WAB Extended Deadline).
- Films produced, financed or initiated by a major film studio or television network are ineligible for competition. Films that have aired on US network or cable television or distributed to theaters prior to the festival dates are also ineligible.
- Entry producers agree to hold the festival, its sponsors, Downtown Tyler Arts Coalition (DTAC), The Heart of Tyler and the City of Tyler, Texas harmless for any and all consequences that may arise from the public exhibition of the entry.
- Entrants grant the festival the right to use entries to promote future festivals for a period of five (5) years from the date of submission. Entrants may opt-out of this extended promotional period by sending a written request to the Downtown Tyler Arts Coalition Film Festival, Gallery Main Street, 110 West Erwin Street, Tyler, TX 75702. Entrants may not opt-out of the Downtown Tyler Arts Coalition Film Festival's use of their entry to promote the 2013 and 2014 Downtown Tyler Arts Coalition Film Festivals.
- Downtown Tyler Arts Coalition reserves the right to change the submission categories at their discretion.

Entrants must read and understand all rules, terms and conditions.

This is a juried event. Board members, filmmakers, producers and sponsors are not involved in the judging process.

Upon selection, filmmakers will receive a Certificate of Showing for the festival. Entrants may be asked to forward a poster for display outside Liberty Hall Theatre and in the Gallery Main Street in the weeks leading up to the event.

All entries must be received by August 1, 2013 (or August 15, 2013 for the WAB Extended Deadline).

Terms & Conditions Please read the following terms and conditions in connection with your film entry material to the Downtown Tyler Arts Coalition Film Festival. In consideration of being permitted to participate in Tyler Downtown Arts Festival activities associated with, but not limited to, the showing of my/our film, I/We and the CITY and Downtown Tyler Arts Coalition Film Festival agree as follows: • I/We have read all of the Downtown Tyler Arts Coalition Film Festival terms and conditions in this document and the “Film Submission Procedures, Rules and Guidelines” included below. I/We understand and have complied with these provisions. • As the writer/director/producer/cinematographer of the film or video material that I/we have submitted to Downtown Tyler Arts Coalition Film Festival, I/we warrant, as sole and exclusive owner(s) of all legal right and title thereto, that I/we have absolute authority to submit the enclosed material to Downtown Tyler Arts Coalition Film Festival. • I/we hereby agree to indemnify, release, defend, and hold harmless Downtown Tyler Arts Coalition Film Festival, Main Street Department and the City of Tyler, Texas its judges, sponsors and partners, individually and collectively, from and against all claims, demands, losses, damages, costs, liabilities and expenses including legal expenses arising out of or in connection with any and all claims, or third party claims based on material submitted to and presented by Downtown Tyler Arts Coalition Film Festival. • I/We also warrant the submitted material does not defame or invade the rights of any person living or dead and I/we fully indemnify the Downtown Tyler Arts Coalition Film Festival, Main Street Department and the City of Tyler, Texas against any claim made for such violations of law. • Downtown Tyler Arts Coalition Film Festival finalists & winners shall permit Downtown Tyler Arts Coalition Film Festival to use title of the work submitted and the logline, their name, contact information and/or likeness & publicity stills, and film footage in pre & post-competition publicity & promotional efforts, for a period of five (5) years from the date of submission. Entrants may not opt-out of the Downtown Tyler Arts Coalition Film Festival's use of their entry to promote the 2013 and 2014 Downtown Tyler Arts Coalition Film Festivals. • If the submitted material is selected for screening, Downtown Tyler Arts Coalition Film Festival may transfer the submitted film to a compilation media format for screening, if needed, and the compilation may be used for Downtown Tyler Arts Coalition Film Festival and City of Tyler promotional purposes, for a period of five (5) years from the date of submission. Entrants may opt-out of this extended promotional period by sending a written request to the Downtown Tyler Arts Coalition Film Festival, Gallery Main Street, 110 West Erwin Street, Tyler, TX 75702. Entrants may not opt-out of the Downtown Tyler Arts Coalition Film Festival's use of their entry to promote the 2013 and 2014 Downtown Tyler Arts Coalition Film Festivals. • I/We understand that submission of my/our work authorizes the Downtown Tyler Arts Coalition Film Festival to use the work for exhibition, education, and/or publicity purposes related to the Downtown Tyler Arts Coalition Film Festival or the City of Tyler, Texas, for a period of five (5) years from the date of submission.
