MISSION & OBJECTIVE
The purpose to start a film festival for children and young people was to offer learning opportunities for Pakistani children so they can experience arts, gain knowledge and develop understanding about life through alternative media. Being the leading children’s film festival in Pakistan, LICFF has grown over the years to become an independent nonprofit organization, dedicated to promote media literacy and enhance creativity among children and young people.

The festival defines “children and young people” as its primary beneficiaries, irrespective of their gender, social status, class, education or income level. The festival has an inclusive approach to involve marginalized and less privileged children as its audience. We collaborate with NGOs and community organizations to show the festival to out-of-the-school and marginalized children across Pakistan.

The major objectives of the festival are;

To screen the best of local and international films for Pakistani children and young people
To promote media literacy among children and young people through workshops and screening of meaningful films
To promote children as film makers, while training them in the art of film making and exhibiting their work in the festival
To nurture and inspire local film makers to produce films to children in Pakistan


ABOUT THE FESTIVAL
The Lahore International Children’s Film Festival is a project of The Little Art. It's an an annual event to showcase the best of local and international films made by, for or about children.

Aiming at education as well as entertainment, the film festival is dedicated to promote alternative learning among children and young people. Each year, the festival brings some of the best international films to Pakistan to promote creativity and world cultures and the arts. It enhances children’s knowledge about cultural diversity and offers them an opportunity to enjoy and learn. As Pakistan’s only international children’s film festival, LICFF has very soon achieved an important place in Lahore’s events calendar.

The idea to hold a children’s film festival was conceived by Shoaib Iqbal in 2007, when he was working with Ali Institute of Education (AIE), in order to promote arts education and learning through the arts in Pakistan. AIE supported the idea and prominent educationists from the organization helped in shaping the festival greatly. The festival grew each year with valuable inputs of a number of film makers, artists, sponsors, volunteers, and, most importantly, its audience, largely comprising children and young people.

GENERAL RULES
1. Regulations
The program of the Festival will be divided into the following categories:

World Competition: Children’s Feature Films (Fiction)
World Competition: Children’s Feature (Animation)
World Competition for Animation Shorts
World Competition for Short films
World Competition for Documentary films
Competition for Films made by Children
Pakistani Section (feature, animation, shorts)
World Cinema

3. The Festival Committee reserves the right to exclude films which are not in conformity with the aims of the Festival, or which could offend the national feelings and susceptibilities of any participating country, or are likely to promote racial discrimination or such films which may be detrimental to the cause of unity of humankind.

4. COMPETITION

Films entered in the Competition Section must fulfill the following conditions:

Films must be for children of all ages.
Entries will be subject to preview by a committee constituted by this Festival. A film which is not accepted for the Competition Section can be shown in other Section with the specific consent of the entrant.
No person in any way connected with the production or commercial exploitation of a competitive entry will be a member of the jury. All Members of the jury will refrain from releasing any articles or reviews to the press concerning the films submitted for their judgement until after the jury's decisions have been formally published/declared.
Films which submitted in the last year's festival are not acceptable, whether accepted or rejected.

5. General

Films Other than children’s films are not eligible for participation in any section.

The participants must ensure that they have the right to participate in the 5th Lahore International Children’s Film Festival-2013 with regard to parties connected with the production / distribution of the participating film and / or other right holders/licenses.

Participation in the Festival implies acceptance of these Regulations.
