MISSION & OBJECTIVE
The Shining Light Film Festival, presented by Awareness of Mental Health for the Performing Arts (amhpa.org),​ recognizes filmmakers and films that bring positive awareness of mental health, while challenging preconceived ideas about mental health and shedding light on the realities of mental illness and the good news that recovery is possible.

ABOUT THE FESTIVAL
We were founded out of the desire to honor and uplift amazing films that fit our mission to bring awareness to the public and to lift the veil on the realities of mental illness. Mental illness will affect one in four of us in our lifetime so it's important to be aware of the realities and especially the hopefulness of recovery.

Film is such a powerful medium in our culture and we are excited to present films to you, both new and old, that will open your eyes and help you to consider steps you might take towards recovery or to help another person recover from mental illness.

We hope you will join us for our film series leading up to the festival and again for the festival itself April 24-26, 2014 in Indianapolis, IN.

Shining Light Film Festival 2014 Rules & Regulations

The Shining Light Film Festival recognizes filmmakers and films that bring positive awareness of mental health, while challenging preconceived ideas about mental health and shedding light on the realities of mental illness and the good news that recovery is possible.

The festival relies on the National Alliance on Mental Illness (http://www.nami.org/) for the definition of mental illness and is presented by Awareness of Mental Health through the Performing Arts (http://www.amhpa.org/), a program funded by the Indiana Family and Social Services Administration Division of Mental Health and Addiction.


KEY DATES & SUBMISSION FEES

Submissions Open – November 1, 2013

Early Deadline – December 20, 2013

Regular Deadline – January 20, 2014

Late Deadline - February 7, 2014

WAB Extended Deadline - February 14, 2014

Student submission fee is $15 ($20 for late/WAB Extended Dealine) for any film submitted in any category. A student is defined by a person currently enrolled and attending an Elementary, Junior High or High School or is currently enrolled in a College or University and attending full-time. Proof of student status must be included with submission (ie, student ID or transcript).

For each film a paragraph explaining how your film fits this festival’s mission is required.

Notice of Acceptance – approximately March 15, 2014.

No refunds will be available after the submission fee has been paid. Films submitted without the appropriate submission fee will not be eligible for consideration.


SELECTION OF FILMS

Films submitted to the Shining Light Film Festival are judged on their overall artistic and technical quality. Additionally, each film is evaluated on how closely it aligns with the Shining Light Film Festival mission is to bring positive awareness of mental health, the realities of mental illness and the good news that recovery is possible. Each submitted film goes through a complex evaluation process and is screened in its entirety at least two times or more by the selection committees in each category. Final selection is approved by the steering committee of Awareness of Mental Health through the Performing Arts and the festival's artistic director. A jury will pick the winner of Best of Fest awards. The jury will be comprised of both film "experts" and mental health "experts" and one person from the steering committee.


ELIGIBILITY

To be eligible for the Shining Light Film Festival, films must comply with the following:
○ The film must have been completed after June 1, 2011 (some exceptions may be made at the discretion of the festival director.)
○ The film must be available for screening during the festival, April 24 – 26, 2014.
○ There must not be a screening fee attached to the film. The Shining Light Film Festival does not pay screening fees to any film.
○ Non-English language films must be legibly subtitled in English to be eligible for entry.

SUBMISSION POLICIES AND PROCESSES

1. All films must be submitted via the Without a Box Website.
2. Screener copies should be mailed to the address below:

3. Screeners of entries must be submitted in DVD format, NTSC Region 0 or 1 or via a private Vimeo or YouTube link.
4. Submissions must be clearly marked on the case and disc in permanent marker with the following:

a. Complete English and Original Title
b. Director Name
c. Contact Name (if different than director) and Email Address
d. Total Run Time, rounded up to the nearest minute.
e. Date of completion
f. Paragraph explaining how your film fits this festival’s mission is required

5. Entries without payment will not be considered for the festival. If a submitted film misses a deadline, the appropriate person will be contacted to submit the appropriate submission fee within 72 hours.
6. Screening copies will not be returned.
7. Submission of entry is considered legal permission for us to screen your film during the festival if it is accepted.
8. Work in progress submissions are acceptable; they should be CLEARLY marked as such on the submission disc and case. Completed films must be received by February 14, 2014 in order to be considered for acceptance. Please note that each film may only be submitted to the Shining Light Film Festival one time. While entrants are permitted to submit films that are not fully complete (i.e., without final color correction and sound mixing), please note that the programming committee will only consider the version submitted; subsequent cuts or replacement copies will only be accepted at the request of the programming committee.
9. Films previously submitted to the Shining Light Film Festival are NOT eligible.
10. Films must be submitted on DVD or via an online screener. Do not send film prints, master tapes, or other originals.
11. Entrant confirms and warrants required legal authority to submit the entry into the Festival and to use all music, images, and content in the entry.
12. Entrant will allow usage of clips from the film for promotional use on television, radio, in print, and at live Festival events.
13. Only complete entries (including entry form, payment, and preview DVD screener) will be processed.
14. Please submit a typed or clearly printed entry form or a copy of the online form receipt along with the submission. The Shining Light Film Festival is not responsible for incorrect wording in publications or on awards if the entry form is incorrect or illegible.
15. Productions in the following exhibition formats are eligible for Festival screening: 35mm, DCP, HDCAM, Electronic Media Formats and Blu-ray Disc .
16. The cost of shipping an entry to the Festival must be paid by the entrant. Collect or COD shipments will not be accepted.
17. All international entries must be sent "free domicile" to the Festival office with all transportation charges, duties, and taxes prepaid by the shipper. Fees charged to the Shining Light Film Festival will be refused. Be sure to include the proper customs documentation required by your shipping service.
18. For publication purposes, entries selected will be required to supply three high resolution stills from the film and at least one high resolution photograph of the film's director. The Festival also requests publicity materials and a video trailer (if available). Publicity and press materials will not be returned.
