International Short Film
Short films must be between two (2) minutes and thirty (30) minutes, including credits. DISCLAIMER: films will be evaluated on a case-by-case basis but might not be selected if they fail to meet these requirements.

In order to be eligible for competition, films must have been completed no earlier than January 1st, 2016. Films completed before this date, will not be selected for competition but may be selected for a showcase.

The competing film must be a Rio Grande Valley premiere and must not be freely available online or physically. If the film has been publicly screened elsewhere in the area, it will not be considered for competition. You may have your film online but private (i.e. password or private link).

Films which do not have English as their original language, must have English subtitles included in the film screener and final projection file.

Works in progress will not be accepted this year.

International Feature Film
Feature films must be between sixty (60) minutes and one-hundred and twenty (120) minutes in length, including credits. DISCLAIMER: films will be evaluated on a case-by-case basis but might not be selected if they fail to meet these requirements.

In order to be eligible for competition, films must have been completed no earlier than January 1st, 2016. Films completed before this date, will not be selected for competition but may be selected for a showcase.

Non-competitive Showcase Films may be entered as a short [between two (2) minutes and thirty (30) minutes, including credits.], or a feature film [between sixty (60) minutes and one-hundred and twenty (120) minutes including credits].

These films may have been completed in any previous year, can be feature or short, narrative or documentary, animated and do not require a Rio Grande Valley premiere.

Films which do not have English as their original language must have English subtitles included in the film screener and final projection file.

Works in progress will not be accepted this year.
Regional Short FIlm

MISSION & OBJECTIVE

South Texas International Film Festival is an annual event that strives to showcase the work of visionary filmmakers from all over the world. Based in Edinburg, Texas, STXIFF showcases local, regional, and international films that have a unique voice and style. We strive to bring together local filmmakers and artists to help connect the South Texas Film industry with the world. STXIFF will take into consideration fee waiver requests for films originating from countries in economic or political conflict.

ABOUT THE FESTIVAL

In the second weekend of September 2018 STXIFF will hold it's fourth annual event with feature film and regional film screenings, educational programs, a short film competition; industry expo, official parties, entertainment and more. Film financiers will be present and some international travel and lodging accommodations are available.

STXIFF judges include professionals in the television and film industry with credits ranging from major studio feature film productions to network television series productions.

GENERAL RULES

The following is an explanation of rules and regulations (“Rules and Regulations”) governing the submission of a film (hereafter called the “Film”) to Edinburg Arts (hereafter called “EA”) for consideration for the 2017 South Texas International Film Festival (hereafter called the “Festival”).

Applicants submitting Films that contain significant non-English spoken dialogue must provide on-screen English subtitles. EA reserves the right to disqualify, without refund of any or all submission fees previously collected from the Applicant, any Film that contains significant non-English spoken dialogue that does not include accompanying on-screen English subtitles. In the event that a submitted Film contains significant non-English spoken dialogue and does not include accompanying on-screen English subtitles, EA will attempt, but is under no obligation, to contact the Applicant using the contact information provided on the submission form in an effort to obtain a replacement copy of the Film.

All Films must be submitted to EA via the Secure Online Screener function of Withoutabox.

It is the sole responsibility of the Applicant to clear all content of the Film from any and all actual or potential legal claims and issues, including, without limitation, claims based upon theories of libel, defamation, invasion of privacy, violation of rights of publicity, theft of trade secrets, breach of confidence, breach of confidential relationship, and breach of express or implied contract (“Third Party Claim(s)”). EA expressly disavows any responsibility for, and will not be held responsible for, any unauthorized inclusion of any content or materials within or relating to the submitted Film that are or may be the basis for any Third Party Claims based upon any of the foregoing legal theories or others. EA reserves the right to disqualify, without refund of any or all submission fees previously collected from the Applicant, any Film that is or may become the subject of any Third Party Claims. In the event that any Third Party Claim(s) shall be asserted by any person or entity, Applicant shall fully indemnify and defend EA, the Festival, and each of their representatives and affiliates from any liability in connection therewith and from any and all fees and expenses, including but not limited to attorneys’ fees, that each of any of them may incur in connection therewith.

EA is under no obligation to provide to the Applicant or any other representative of the Film any comments or feedback regarding the submitted Film, any information relating to the manner in which the Film is, will be, or was reviewed; any views that EA or any reviewers of the Film may hold concerning the Film; any reasons why the Film, should it not be accepted for exhibition at the Festival, was not accepted; or any other information relating to the Festival’s review, consideration and/or selection process regarding the Film specifically or submissions generally beyond the information set forth in these Rules and Regulations.


TERMS AND CONDITIONS

I, the authorized representative of the project being submitted (hereafter called the "Film") to Edinburg Arts (hereafter called the “EA”) for consideration for the 2017 South Texas International Film Festival (hereafter called the “Festival”), hereby acknowledge and agree to the following:

I represent and warrant to EA that: (a) I am duly authorized, on my own behalf and on behalf of all other persons or entities who have any ownership rights or interests (including, without limitation, intellectual property rights) in or relating to the Film (hereafter called the “Film’s Owners”), to exhibit this Film at the Festival, (b) exhibition of the Film at the Festival will not violate any law or any right or consent of any person or entity.

I further represent and warrant, on behalf of myself and the Film’s Owners, that the exhibition of the Film at the Festival will not violate or infringe any copyright, patent, privacy right, publicity right, trademark, service mark or any other personal or property right of any person or entity, and that the Film does not constitute or include a defamation of any person or entity. I have paid and will pay in full all license fees, clearance fees, and other obligations, of any kind, arising from or associated with the exhibition of the Film at or in connection with the Festival.

I further represent that I am 18 years of age or older, or that, if I am younger than the legal age to enter into contracts in my state, I have provided AE with signed, written consent from my parent or legal guardian.

In the event that the Film is accepted by AE for inclusion in and exhibition at the Festival, I hereby grant, on behalf of myself and each of the Film’s Owners, each of the following rights to AE, the Festival, and any AE Related Parties without reservations, conditions or qualifications: (a) the right to use footage, stills and/or titles, and information from or relating to the Film for promotional purposes; and (b) the right to issue and authorize publicity concerning the filmmakers and the Film and to use all associated names, likenesses and biographical information.

In the event that the Film is accepted by AE for inclusion in and exhibition at the Festival, I hereby grant, on behalf of myself and each of the Film’s Owners, each of the following rights to AE, the Festival, and any AE Related Parties without reservations, conditions or qualifications: (a) the right to use footage, stills and/or titles, and information from or relating to the Film for promotional purposes; and (b) the right to issue and authorize publicity concerning the filmmakers and the Film and to use all associated names, likenesses and biographical information.

EA takes all reasonable anti-piracy precautions. While in EA’s possession, all Films are securely stored and regularly inventoried. Access to Films is limited to EA staff who require access in order to screen and consider submissions. By submitting a Film to the Festival, the Submitting Parties hereby release the Releasees from any and all liability in the event of theft, unauthorized access or copying, or any breach of copyright of the submitted Film while it is in AE’s possession.

In the event that the Film is accepted by AE for inclusion in and exhibition at the Festival, I hereby grant, on behalf of myself and each of the Film’s Owners, each of the following rights to AE, the Festival, and any AE Related Parties without reservations, conditions or qualifications: (a) the right to use footage, stills and/or titles, and information from or relating to the Film for promotional purposes; and (b) the right to issue and authorize publicity concerning the filmmakers and the Film and to use all associated names, likenesses and biographical information.
