MISSION & OBJECTIVE
Hearts and Minds Film blends entertainment and media arts with themes of social consciousness and we are looking for PROJECTS THAT WILL INSPIRE CIVIC ENGAGEMENT. We select films for their unique vision, voice and content, and favor those which celebrate the access and potential of the small media-maker to tell important stories that are at once specific, "true" and universal.

Hearts and Minds Film is a nonpartisan initiative for those who believe in the concept of using the arts to inform and encourage civic engagement.

We encourage the submission of all work, regardless of form, genre and topic - as long as the PROJECTS INSPIRE CIVIC ENGAGEMENT on various levels.

In 2014, we are specifically seeking films on the topic of BEHAVIORAL HEALTH.

ABOUT THE FESTIVAL
Hearts & Minds was first tested conceptually in conjunction with the Wilmington Independent Film Festival in March 2005. We developed a local screening venue and slate of programming in Wilmington, DE and launched the event in Dover, Delaware in May 2006, in partnership with Delaware State University. We've done short term festival engagements with Villanova University and in Oakland, California. In 2014, the festival returns to its beloved hometown of Wilmington, Delaware.

We've developed a model through which we screen films that we feel educate and promote action around a given issue. We choose films for their unique vision, voice and content, and favor those which celebrate the access and potential of the small media-maker to tell important stories. We prefer to hold screenings which can be attended by the filmmakers.

Our goal is to keep festival film selections in a library of recommended works after the festival, to be used as the centerpiece of community, corporate and educational outreach events. This is non-binding arrangement meant to benefit filmmakers but is not compulsory. We aim to help filmmakers gain exposure and visibility among grassroots audiences while helping organizations and businesses address their social priorities in the community, thus strengthening it.

GENERAL RULES
Please note that the screening and selection process will take six 6 months. A total of only 8-16 films will be chosen. The absolute cutoff for submissions will occur 60-75 days prior to the announcement of selections.

Selected films will be automatically eligible for participation in the annual Hearts and Minds Film Festival Showcase. Further, filmmakers will enter into a NON-EXCLUSIVE agreement to exhibit their selected film at official Hearts and Minds Film sponsored events (a year round extension of festival exhibition, for the purpose of rights) with participating community-based organizations for a period of one year.

For purposes of quality control, Hearts and Minds Film may need to create special DVD masters for use by participating groups only. If DVDs may not be created based on filmmakers pre-existing agreements with distributors or other situations, multiple DVD copies must be provided, as requested.

Following the optional hosted exhibition period (1 year), all inquiries for permission to screen will be forwarded directly to the participating filmmakers.

In submitting a film for consideration in this competition and if selected, the filmmaker (and, or all parties warranted to enter into this agreement) accepts responsibility for the acquisition of any and all rights to sound and image used in their project, for the one-year duration of the partnership agreement.

The submitter also, through submission, is asserting the nonexistence of contractual conflicts between this exhibition program and any other exhibition or distribution contracts the submitter engages in. The submitter also hereby indemnifies Hearts and Minds Film against any claims for distribution royalties resulting from participation in this non-profit competition. By submitting a film for consideration in this competition, the filmmaker agrees to these terms and conditions.

Finally, if selected, the filmmaker will agree to incorporate the Hearts and Minds Film Official Selection brand into future marketing materials (electronic and print) of winning titles.

The individual or corporation submitting the film hereby warrants that it is authorized to commit the film for screening, and understands and accepts these requirements and regulations. The undersigned shall indemnify and hold harmless Hearts and Minds Film Festival from and against any and all claims, liabilities, losses, damages, and expenses (including but not limited to attorney's fees, and costs of the court) which may be incurred by reason of any claim involving copyright, trademark, credits, publicity, screening, and loss of or damage to the screening videos entered.
