MISSION & OBJECTIVE
Love. We will start our mission statement with a personal statement of love and thanks for everyone all over the world. The SURGE organizers want to sincerely thank everyone for your support of the SURGE Film Festival and our increased and expanding ability to help filmmakers and screenwriters share their work throughout the world. We started a film festival over half a decade ago with no funds and no grants based on the foundation of love, equality, access and creating a better world. We made certain that general admission to all films and script reading exhibitions remained free of charge to ensure access to all and we know it is only by love and the will of the people that we not only continue to exist... but we grow year after year. We have screened films in Texas, Illinois, Oregon, multiple cities in California and more... just within the last 11 months. As we have grown, we have endeavored to remember our roots: instead of transforming our event into high ticket fees as is the tradition amongst growing film festivals...we have instead made certain to expand the benefits that we provide for our audience members and our filmmakers and screenwriters. As we have every year, once again we are providing free of charge popcorn or snacks (typically the largest profit machine of film festivals) and for writers submitting a script, stageplay or teleplay we offer the benefit of providing each writer three written analyses. All writers who enter will receive one written feedback coverage from each of three different, independent readers for all scripts, stageplays and teleplay entries at no extra charge even if they are not official selections of SURGE. We also offer the unique advantage of returning written feedback to writers at three intervals (as detailed in our General Festival Rules). Our dedication to films, music videos and scripts has helped to give spotlight to more amazing writing every year such as the 2012 SURGE Official Stageplay selection of SWEET MERCY created by Melody Cooper which deals with the genocides and was developed by the New York Stage and Film in their summer Powerhouse series. Melody also created the amazing "DAY OF RECKONING" about the legendary Lucy Parsons.

S.U.R.G.E.! is dedicated to international and unparalleled outreach in order to promote creating a better world through Film, Scripts, Music Videos, Multimedia, Visual Arts and Music. Our mission is to strengthen the voice of people on the quest for a better world - while encouraging everyone to continue working for a better world!


ABOUT THE FESTIVAL
The SURGE Film Festival was established to enable filmmakers and screenwriters to present professional or Do-It-Yourself films, scripts, music videos and/or multimedia content.

Multimedia is media and content that uses a combination of different content forms. The term is used in contrast to media which only use traditional forms of printed or hand-produced material. AT SURGE, you will have the opportunity to see numerous films from around the world, attend educational panels, hear scripts read by the screenwriters, meet filmmakers and hear from people creating a better world from all over the world.

SURGE is the first international film festival which is not only an annual film, script, music video and multimedia festival but it is also a film festival network which enables people worldwide to bring the festival into their area of the world through the SURGE film festival network! Now in our seventh year our film festival promises to be more amazing than ever!

In 2011, SURGE was scheduled to take place for only 3 days in Austin, Texas. Yet, because of increased international interest in SURGE, the SURGE Film Festival took place for a total of over 10 days nationwide, showing a total of over 40 films in the cities of Austin, Texas; Urbana, Illinois; and Portland, Oregon! Films from over 15 different countries were shown. These films included a vast array of independent features and world premiers by new filmmakers as well as feature films such as 'In The Footsteps of Elie Wiesel' with internationally recognized Emmy and Golden Globe winning actors such as RICHARD GERE, and feature films such as 'Love & Valor - The Intimate Civil War Letters' with Golden Globe winning actors such as BRIAN DENNEHY.

SURGE recognizes that it is extremely difficult for small, independent films to find a wide audience. That is why in 2011, SURGE started the S.U.R.G.E. Collection DVD Compilation which circulated over 1,000 DVDs with two films selected from the 2011 SURGE Film Festival. After filmmakers are officially selected for SURGE they are given a questionnaire and filmmakers who choose to have their film included in the SURGE DVD Collection may receive a wider audience all over the world.

In Addition, in 2013 at least one filmmaker and/or screenwriter will receive our annual “Love & Encouragement” Award. This award is presented to a filmmaker and/or screenwriter who presents an excellent film that simply strives to create art and media that does not promote or cater to politicians or multinational corporations. The filmmaker will receive round-trip airfare from their city to the film festival, housing during the film festival, a spending stipend and much more. In 2011, SHAWN JUNE was honored at the SURGE Film festival during the Austin, Texas portion of the SURGE Film Festival for his amazing film 'Asphyxious.' SURGE also provided him with round-trip airfare from his home in Des Moines, Iowa to the Portland, Oregon screening of his film at the Historic Academy Theater. The screening of his film not only celebrated the Grand Finale of the Portland, Oregon portion of the 7 day SURGE Film festival, but it also marked the Grand Finale of the Fifth Annual International SURGE Film festival which ran for over 10 days nationwide in 2011!

As always, general admission was free of charge for everyone because everything in the world should be free! Many films were shown with the directors attending Question & Answer sessions after their films and receiving the distinguished SURGE 'Eternal Flame' award for keeping the flame of equality and social justice burning bright for all the world to see. It is notable that the budget for Asphyxious was estimated at only $1,000. At SURGE, it is not the cost of the film that matters, but the courage to encourage other people to follow their dreams in the quest for a better world.

In 2012, IARA LEE has been selected to receive the Love & Encouragement Award at the Sixth Annual International SURGE Film Festival for her amazing cinematic endeavor known as 'Cultures of Resistance.'

Here is a brief synopsis of her film:
"Does each gesture really make a difference? Can music and dance be weapons of peace? In 2003, on the eve of the Iraq war, director Iara Lee embarked on a journey to better understand a world increasingly embroiled in conflict and, as she saw it, heading for self-destruction. After several years, travelling over five continents, Iara encountered growing numbers of people who committed their lives to promoting change. This is their story. From IRAN, where graffiti and rap became tools in fighting government repression, to BURMA, where monks acting in the tradition of Gandhi take on a dictatorship, moving on to BRAZIL, where musicians reach out to slum kids and transform guns into guitars, and ending in PALESTINIAN refugee camps in LEBANON, where photography, music, and film have given a voice to those rarely heard, Cultures of Resistance explores how art and creativity can be ammunition in the battle for peace and justice. Featuring: Medellín poets for peace, Capoeira masters from Brazil, Iranian graffiti artists, women’s movement leaders in Rwanda, Lebanon’s refugee filmmakers, U.S. political pranksters, indigenous Kayapó activists from the Xingu River, hip-hop artists from Palestine, and many more..."

We are also very happy to report that the CULTURES OF RESISTANCE film has now acquired a distributor for their film! It is our desire to see that films and scripts presented at SURGE increase their worldwide exposure in every way!

In addition, the 2012 SURGE Film festival features more Internationally celebrated Speakers giving workshops in addition to their film. For example, in 2012 SURGE is pleased and honored to welcome Randy Taran from the non-profit Project Happiness Group screening the Project Happiness Film during SURGE in Berkeley, California! She has developed several peace-related projects in collaboration with the JANE GOODALLS' Roots&Shoots and other grass-roots organizations. Randy has also helped to finalize the Spanish language version of the Project Happiness film and will be premiering it soon. As of this writing, Project Happiness programs have been initiated in 39 U.S. states and 23 countries. Each year, SURGE endeavors to help filmmakers and visionaries expand their outreach in every way possible.

SURGE also offers officially selected filmmakers user accounts on the SURGE website so they can upload as many trailers for their films as they like to our website. Trailers for their films will remain on our website for at least a year to help promote their films. In addition, when visiting the SURGE website, people will see the “Love to S.U.R.G.E. - Film Festival Directory.” This directory not only extensively profiles the officially selected films of the prior year, but it also features photos and a great deal of press kit material highlighting the filmmaker and some of their biography and/or cast and crew..
SURGE is a non-competitive film festival so all participants are winners. Because we remain a non-competitive film festival, when a film, script or music video is officially selected by our film festival, each member of the cast and crew is permitted to display our official selection SURGE laurels on their website and materials. The SURGE laurels not only distinguish you as being a part of an official selection of SURGE, but more importantly the laurels distinguish you as someone who works for equality and social justice on behalf of all people. In addition, each member of the cast and crew are eligible to receive a certificate. SURGE has also begun interviewing members of the cast and crew who attend SURGE and placing the video interviews on our website through Vimeo as well as Youtube channels. This enables the video interviews to appear not only on the SURGE website, but these video interviews can also appear on the filmmakers website through links.

Each and every year admission and ticket fees for people to attend the films of SURGE film festival has remained free-of-charge! This enables the largest possible audience, from all different financial, cultural and ethnic backgrounds, to participate in the film festival.

SURGE film festival welcomes pen names from writers and filmmakers from all different financial, cultural and ethnic backgrounds so that it encourages...
+...anonymous entries to be submitted as SURGE encourages whistle-blowers to expose injustice!

+SURGE makes it so that some of the entries that are not included in the festival are still published along with all the other entries in our International, S.U.R.G.E. Multilingual Film Festival Directory! This enables all entries to receive exposure and networking with people from all over the world.

In regards to housing at the SURGE film festival, after over five years of presenting films and scripts from all over the world, filmmakers and screenwriters requested that we help provide discounted hotel accommodations during the SURGE Film Festival to make it easier for them to travel from all over the world to attend SURGE. Although general admission to film screenings and script readings remained free of charge, beginning in 2011 we are happy to say that we began offering the option of purchasing Film Festival passes some of which included housing. In order to make our mission certain, it is our policy that no filmmaker or screenwriter submitting films or scripts may purchase any film festival package prior to having their film or script listed in our schedule. No filmmaker or screenwriter has ever purchased a film festival pass prior to having their entry listed in our schedule and we desire to keep it that way because we want it known that general admission to film screenings and script readings always has been and always will remain free of charge at SURGE. Exhibiting Filmmakers are not permitted to purchase a Film Festival Pass before we program the selected film for the Festival. Even after we program their films, it is not required to purchase a festival pass. We feel this is necessary to clear up any confusion and we respectfully request that no one ask for an exception to this policy. Hopefully, everything in the world, including housing, education, health care, dental care, food and clean water, will be free for the entire world one day and SURGE desires to do what we can to "be the change that we desire to see in the world."

Lucy Parsons once said "If, in the present chaotic and shameful struggle for existence, when organized society offers a premium on greed, cruelty, and deceit, men can be found who stand aloof and almost alone in their determination to work for good rather than gold, who suffer want and persecution rather than desert principle, who can bravely walk to the scaffold for the good they can do humanity, what may we expect from men when freed from the grinding necessity of selling the better part of themselves for bread? "

GENERAL RULES
The SURGE Film Festival ONLY accepts Films/Videos that are directly, indirectly, literally, or symbolically related to love, activism, protest or civil disobedience.

Important: Please do not waste your time and resources by submitting any film or videos which are focused on promoting or campaigning (also known as advertising) for politicians, government agencies or multinational corporations. We will quickly discard such entries.

If you are submitting a DVD, please mark the tape or DVD with your Withoutabox (WAB) tracking number, the title of your project, running time, your name, contact information and category.

1. Films must have not previously screened in SURGE.

2. Only one title per entry. Filmmakers may submit multiple entries of their own work. You must pay an additional entry fee for EVERY ADDITIONAL ENTRY submitted.

3. All films and scripts must be submitted by the deadline dates.

4. All submitted materials will become the property of SURGE and will not be returned unless a return fee is paid in advance.

5. For writers submitting a script, stageplay or teleplay we offer the benefit of providing each writer three (3) written analyses. All writers who enter will receive one (1) written feedback coverage from each of three (3) different, independent readers for all scripts, stageplays and teleplay entries at no extra charge even if they are not official selections of SURGE. We also offer the unique advantage of returning feedback to writers at three intervals as detailed here.

*If your script is submitted between Jan 5th, 2012 and 11:59 pm, Pacific Standard Time (PST) on Feb 14th, 2012 (our Winter Feedback End Time) you will receive feedback back by June 1st, 2012, less than 4 months after our Winter Feedback End Time.

*If your script is received between Feb 15th and 11:59 pm, PST on June 14th, 2012 (our Spring Feedback End Time) you will receive feedback back by Oct 1st, 2012, less than 4 months after our Spring Feedback End Time.

*If your script is received between June 15th and 11:59 pm, PST on Dec 31st, 2012 (our Fall Feedback End Time) you will receive feedback back by April 21st, 2013, less than 4 months after our Fall Feedback End Time.

After organizing our film festival for over half a decade nationwide, we have found this schedule gives screenwriters worldwide the flexibility to submit updated versions of their scripts, at no extra charge, before receiving feedback, and it is one of the many very popular and often used benefits of SURGE Film Festival. Please note, each script, will only receive feedback coverage once from three (3) different independent readers for each script with a unique title. Only scripts that are resubmitted with a completely different title and a new submission fee, are given a new round of written feedback coverage.

Always remember, each of the 3 feedback pages are simply the opinions of human beings who, like anyone else, are not perfect.

Promotional Usage: Participants agree that all materials related to their film or script may be published in the Festival Program, Web Page and all other promotional materials or property and in all media. Posters and images of the film may be used independently as well as in combination with images from other films to promote the film and SURGE.

Clearances: If selected for screening, all commercial/private property including trademark and/or copyrighted materials shown and recorded in the project must come with authorized permission for screening.

The filmmaker remains entirely liable for any claims that may occur in result of screening the film.

Print Liability: SURGE holds no responsibility for prints damaged upon arrival and may reject or replace the film in the Festival if this requirement is not met.
