MISSION STATEMENT
The Fallbrook International Film Festival (FIFF) exists to showcase creative, diverse and compelling works of cinematic art from students to independent filmmakers.


ABOUT THE FESTIVAL

BACKGROUND
Located in Southern California, Fallbrook and its surrounding communities is a beehive of creative energies: artists, sculptors, writers, actors, musicians, dancers, designers, and filmmakers. In 2006, the non-profit Fallbrook Film Factory was formed to foster filmmaking activities similar to community theatre, and out of that the Fallbrook International Film Festival evolved, now entering its fifth season. Fallbrook was also the family home to one of Hollywood’s all-time filmmaking legends Frank Capra during the height of his filmmaking career. To that aim, we have been most fortunate to gain the support of the Capra family, allowing us to host a very special award in his name. And this year, due to the strong support from the Hollywood stunt community, we are adding Action Films as an award category and workshops with top stunt directors, reveling this hidden art of filmmaking.

CRITERIA
Our Festival welcomes diversity in film submissions, seeking quality productions – feature length, shorts, documentaries, student and animation – in all genres. The number one, two and three scoring criteria are: excellence in storytelling, technical execution, and meaningful purpose. That purpose can mean to entertain, to inform, to make you think, to make you laugh or to make you cry.

We have a two-level competition category:

1) The FRANK CAPRA AWARD. All selected films will be first considered for this prestigious award. Best candidates will be those films that “most lift the human spirit, fostering a positive and (hopefully) lasting outcome”. Any genre, length or technique will be considered. However, since only one Capra award is given per Festival year, remaining selections will automatically become eligible for Best Film category below.

2) BEST FILM AWARDS. This is a broader scope of subject and style with storytelling and quality still paramount. Nominations and awards will be given for Best Drama Feature, Best Drama Short, Best Comedy Feature, Best Comedy Short, Best Action Film, Best Musical, Best Documentary Feature, Best Documentary Short, Best Student Film, Best Animation and, new this year, the 2013 Judges Choice. (Note. If no film has been entered ‘and selected’ for a given category, for example Musical or Comedy Feature, then that award category will not be included.)

In summary, we seek submissions that are entertaining, enriching and enlightening and yes, can be edgy to uplifting. What we won’t accept are films with gratuitous gore, violence or vulgarity that exist solely to shock.

STATE-OF-THE-ART SCREENING VENUE
The 2013 FIFF will again showcase its selected films at the UltraStar All-digital Cinema complex in the beautiful River Village Plaza. Large screen 2000 watt Christy projection system, Dolby surround sound and VIP comfort seating, round out this venue. And, to overcome filmmaker’s concerns about the limitations of screening Standard Definition DVDs on large screens, all exhibition copies, whether DVDs or Blu-rays, are paired with a commercial grade upscaler resulting in all images projecting at 1080p. Couple this with 2000 watts of light and large glass lens of the Christy, results are fantastic. Filmmakers in attendance at our last Festivals were truly amazed, stating that they had never seen their films presented so well.

GENERAL RULES
RULES & REQUIREMENTS
Submit Format: Standard Definition NTSC DVDs, two copies (no PAL).
(Write or print the Production Title, Contact Name & Number, Total Run Time, and WAB Tracking Number directly on label side of each disc. Note, discs with glue-on labels will not be accepted!)

Exhibition Format: NTSC Blu-ray or Standard Definition NTSC DVD. (No PAL.)
(Note, exhibition copies should state ‘For Exhibition’ on the disc, be ‘self-play’, and submitted as soon as possible after selection. Blu-ray discs will be returned if appropriate self-addressed, pre-paid mailing envelope is included.)

Aspect Ratio: All screenings are projected at 16:9 Widescreen. For best viewing, letterbox your frame within this window ratio.

Audio Levels: We use the industry digital standard of -12db as the nominal target level. (Films that exhibit non-professional audio quality and/or levels will not be accepted.)

Total Run Time (TRT): Must include credits. We screen credits!

Self-Play Disc: Do not include Menus in your Exhibition Copies.

Production Date Limits: None… but older works need to be quite good to compete against newer entries. Requirements remain the same as stated above.

Student/Film School Entries: Does not have to be current providing it was done by students as a film school project and reasonable proof can be provided to that effect.

Non-English language films must have English subtitles or be dubbed in English.

Entries MUST include a synopsis, and name and contact information for writer, producer, and director.

SELECTION NOTIFICATION
Anticipated film selection date is Friday, February 1, 2013. You can determine your film's selection status by visiting WITHOUTABOX and selecting Submission Status. If selected, you have the opportunity to submit an Exhibition Copy of your entry and are requested to submit a Press Kit and Trailer if so desired.

IF SELECTED
All selected films will receive four (4), Single-Screening tickets at filmmaker’s check-in. These tickets can be used for your screening (bring your supporters) or to attend other Single-Pass screenings. (Note, not good for workshops or special VIP events. Those tickets can be purchased separately.)

IF NOMINATED FOR ONE OF THE ‘BEST FILM’ CATEGORIES
You will be notified by email and/or phone. Your film title will be posted to the 2013 Nominations Page on the FIFF web site. You will receive two (2), VIP passes at filmmaker’s check-in that allow you and a guest to attend all screenings, workshops and special events of the 2013 Festival. Congratulations! Nominated recipients are requested to submit a 30-sec Standard-Def QuickTime clip from their film that best represents their entry. These clips will be shown during the closing Awards Ceremony on Sunday, April 7th.

IF NAMED WINNER OF THE FRANK CAPRA AWARD
Winner of this prestigious award (and only this award) will be announced up to four weeks in advance of the Festival. This allows time for special press coverage, and for winner to make travel arrangements, etc. Winner will receive a check for $1,000 and the Frank Capra Award at the closing Awards Ceremony on Sunday, April 7th, plus accommodations for two for two nights, a dinner for two at one of our sponsoring restaurants, and two (2), VIP passes good for all 2013 Festival events.

2013 JUDGES CHOICE AWARD
Judges will select which of all nominated films is to get their Judges Choice Award. This could result in a film receiving two awards. Judges Choice will be presented at the closing of the Awards Ceremony, Sunday, April 7th.

The Fallbrook International Film Festival is an event of the Fallbrook Film Factory, a not-for-profit 501(c)(3) California Corporation.

TERMS AND CONDITIONS

ACCEPTANCE OF RULES: Your signed entry constitutes full acceptance of the entry requirements. The producer(s) listed warrant that they are the owners of the film, including the copyright therein. They further warrant that they have obtained all required authorizations, consents and releases from others, including but not limited to those appearing or rendering services in connection with the film. Failure to comply with these rules will render the entry ineligible, and entry fees will not be refunded. Fallbrook International Film Festival is hereby granted the right to utilize an excerpt from any film submitted and accepted for exhibition at the Festival for promotional purposes. The individual or corporation submitting the film hereby warrants that it is authorized to commit the film for screening, and understands and accepts these requirements and regulations. The undersigned shall indemnify and hold harmless Fallbrook International Film Festival from and against any and all claims, liabilities, losses, damages, and expenses (including but not limited to attorney's fees, and costs of the court) which may be incurred by reason of any claim involving copyright, trademark, credits, publicity, screening, and loss of or damage to the screening videos entered.
