Minnesota Connected Features
The Twin Cities Film Fest is dedicated to shining a spotlight on the local film industry and successful native Minnesotans involved in various aspects of film production. This category includes all narrative and documentary productions with running times of 41 minutes or longer that were filmed in Minnesota, produced or directed by a native Minnesotan (residency not required) or includes a native Minnesota actor in a major role. This includes narrative or documentary feature length films.

The Twin Cities Film Fest is committed to diverse programming and is assembling a series of screenings of features and documentaries with GLBTQ related content, characters or subject matter. MISSION & OBJECTIVE

The mission of the Twin Cities Film Fest is to become the premiere film festival in the Midwest showcasing exceptional independent films. We promote industry talent, provide educational, networking and distribution opportunities that can expand careers and support thought provoking content

ABOUT THE FESTIVAL

Formally established in 2009, and with roots tracing back to 2005, the Twin Cities Film Fest has an impressive track record of recruiting, celebrating and showcasing brilliant works of visual art. During its first fully-realized festival in 2010, TCFF roared into the festival scene with a critically-lauded lineup of independent Oscar-caliber films and renowned industry guests. For an encore, TCFF has packed a major punch with another slate of thought-provoking dramas and socially-conscious documentaries, this time also adding panel discussions, educational seminars and local networking events. Even more encouraging: The increasing attendance figures point to an event on the rise, and the interest levels are at an all time high for movie studios wanting to promote and premiere their films at the festival.

GENERAL RULES

2016 TCFF GENERAL RULES
ELIGIBILITY REQUIREMENTS FOR THE 2016 TCFF
+Films completed after January 1st, 2014 are eligible for consideration for the 2016 TCFF

+All feature length and short films will be considered regardless of their premiere status. However, TCFF prioritized films that have not had public screenings in the Twin Cities prior to the festival..

+Feature-length and short film submissions must not have been broadcast or televised, or be publicly available in their entirety online prior to their date of exhibition.

+Feature length and short films are eligible to enter in the Minnesota Connected Category if they are filmed in Minnesota, produced or directed by a native Minnesota (residency not required) or feature a native Minnesotan actor in a lead role.

+TCFF reserves the right to determine eligibility of any work submitted.


SUBMISSION REQUIREMENTS
The following submission requirements must be met before a submission can be considered.
1) Completed Submissions Form (online).

2) Submission Fee. Payment is accepted via Withoutabox or via money order or personal check made out to TCFF. Submissions fees are non-refundable.

3) Waivers will be granted on a case by case basis. Filmmakers should request a waiver prior to submission.

4) Filmmakers may submit more than one project. Each project must be submitted separately.

5) Online screeners through WAB are preferred. TCFF will also accept Vimeo links, DVD or Blu-Ray screeners. Please note – include the proper password for vimeo links.

6) Hard copy DVD/Blu-Ray submissions must be shipped, prepaid, and postmarked by the applicable deadline; submitted in paper sleeves (no jewel or plastic cases); and marked in permanent ink with the following information: Title, Tracking Number, Run Time.

7) Hard copy DVD/Blu-Ray submissions should be sent to: TCFF, Attn: Submissions, 1628 West End Blvd., St. Louis Park, Mn 55416
Please note:
+ Do not attach labels directly onto hard copy submissions – this may render your submission unplayable.
+ Test submission prior to submitting. Any unplayable submission may be disqualified. TCFF may attempt, but is not obligated, to contact the applicant for a new copy.
+TCFF does not return any hard copy submissions materials.

REQUIREMENTS FOR FEATURE AND SHORT FILMS SELECTED FOR EXHIBITION:
1) Feature Length Films:
+Must be available for exhibition in DCP or Blu-Ray format. (DCP preferred)
+Three additional screeners and/or a secure online viewing link must be provided for press requests.
+Exhibition copies must be delivered to the TCFF office by October 1st, 2016.

2) Short Films:
+Must be available as DCP (preferred), ProRes, H.264, or similarly low compression/high quality format/codec
+Exhibition copies must be sent to the TCFF office immediately upon notification of acceptance on a hard-drive or thumb drive. No online downloads will be accepted. The deadline for submitting exhibition copies for short films is September 15th, 2016.

3) General:
+An Electronic Press Kit with high-resolution production stills, trailers, official synopsis, filmmaker bios, promotional postcards and posters should be sent to the TCFF offices for marketing purposes.
+Exhibition Copy Shipment: The film must be shipped prepaid, insured, and properly packaged. TCFF does not assume liability for damage to exhibition materials due to improper packaging or other reasons. All films while in our possession will be insured against loss and damage while participating in the event. TCFF may provide return shipping. If requested, TCFF may ship the exhibition material to another festival. This is decided on a case-by-case basis.
+TCFF reserves the right to place accepted works in the appropriate program.
+TCFF reserves the right to remove a film from the festival program for any reason or for no reason and shall not be liable for any refund or claims of any kind arising out of such removal.
+Accepted films may be screened between 1-4 times, at the discretion of TCFF.
+Screenings will take place at the official festival venue, including, but not limited to: Showplace ICON Theatre or other screenings throughout the 2016-2017 “TCFF Insider Series” season.
+The Festival reserves the right to use images from selected films for marketing purposes.


NOTIFICATIONS:
Submission notifications will be sent via email on or around September 1st, 2016.

Terms of Entry
By submitting this project, I understand that I am agreeing to the following:
• I own or control the copyright in and to, and am duly authorized to submit this project to Twin Cities Film Fest and to the best of my knowledge all statements on this document are true
• This project is not subject to any claims or litigation and is not threatened by any claims or litigation
• If this project is selected for screening at Twin Cities Film Fest, I grant Twin Cities Film Fest the right to screen this project at the Festival
• I understand and agree that my film entry, if selected for the Festival, may be used for promotional purposes for the Twin Cities Film Fest and/or its partners; and I grant Twin Cities Film Fest and its partners the rights to use footage, stills and/or titles and information from the film for such promotional purposes
• Should this project win any award, I am authorized and/or empowered by all parties legally representing this entry to receive all cash prizes and awards and to distribute them appropriately
• I fully indemnify and hold Twin Cities Film Fest and its partners harmless from:
a) damage to or loss of the film print or videotapes en route to or from Twin Cities Film Fest or during the course of Twin
Cities Film Fest possession of the entry
b) from any claims which may arise in connection with my project film.
