MISSION & OBJECTIVE
Open City Docs Fest is a live festival devoted to exploring the world we live in through the vision of documentary film; creating a place where people come together to celebrate the extraordinary and ordinary lives of others.

Open City Docs Fest is organised by Open City Docs, creating an environment where documentary film is as critical as other film genres and enjoyed by more and more people. Open City Docs delivers films screenings and live events, training programmes and projects throughout the year including Open City Docs Fest, MyStreet and Open City Docs School. OPEN CITY DOCS FEST (June 2014)
Celebrating the best of documentary film in the heart of London

Open City Docs Fest (OCDF) takes place in June, in various venues around central London and across UCL’s Bloomsbury campus.

Through its diverse programme of more than 100 films from around the world, innovative workshops and filmmaker led events, OCDF challenges, explores and expands ideas of what documentary can be and do.

From shorts to features, Open City Docs Fest screens films that step beyond current broadcast conventions, and through its programme of workshops and discussions focuses on the craft, storytelling and the collective challenges of filmmaking.

Based in London, the festival offers independent filmmakers from around the globe the opportunity to have their work seen by award-winning judges, fellow filmmakers and a broad public audience.

2013 jurors included Jeremy Irons (chair of Grand Jury), Molly Dineen, Anne Applebaum, Hanka Kastelicova, Briony Hanson, Katerina Cizek, Kim Longinotto, Andre Singer and Elizabeth Wood.

GENERAL RULES
1. All Open City Docs Fest (OCDF) screening programmes are curated and all submissions will be fully considered by the Programming Team.

ELIGIBILITY
2. OCDF accepts documentary films of all lengths and subject matter, originating from anywhere in the world.
3. OCDF only accepts submission of documentary films produced after 1 January 2012.
4. All entries must be in English or contain English subtitles. Non-English entries submitted without subtitles, or supplementary printed translations, will be automatically disqualified.

SUBMISSON
5. Only completed entries (Entry Form, Preview Screener, Payment) will be processed and considered for screening.

6. Each submission must be accompanied by the appropriate Entry Fee. Entry Fees are not refundable. All payments must be in UK sterling. Films submitted with the incorrect entry fee or in a currency other than UK sterling will not be considered for selection.
7. OCDF accepts WAB Secure Online Screeners as well as DVDs for preview purposes. If concerned about the quality of embedded screeners, please provide a protected Vimeo link and the password for your online screener (alongside the Secure Online Screener in Withoutabox). The link and password should be provided by a separate email to the Programming Team with the film title and tracking number, or as part of the Withoutabox submission.
8. Each DVD entry must be marked with production title and tracking number. Please ensure that DVDs are checked on a stand-alone player before dispatch.

10. OCDF is unable to return preview copies.
11. OCDF does not require a full press kit at time of entry, please don’t send flyers or posters with your entry. If successful, you will be asked for a press kit if your film is accepted.
12. Only completed films may be submitted unless special circumstances apply. Please contact the programmers in this case.
13. OCDF does not accept resubmissions unless substantial changes have been made. Please contact the programmers if you have any specific questions.
14. OCDF does not have a premiere requirement, but please do inform the programmers about previous screenings by filling the relevant section in the submission form.
15. Every reasonable effort will be made to protect films and tapes from damage or loss, but the Festival, and its management cannot assume liability for damage or loss.

DEADLINES
16. Deadlines for submission of films to OCDF 2014 are as follows:
Early Bird Deadline: Monday 02 December 2013
Regular Deadline: Monday 20 January 2014
Late Deadline: Monday 17 February 2014

COSTS AND FEES
17. Waivers (free entry) are granted only to select filmmakers who have been invited to submit by the Programming Team.
18. The cost of postage and packing of an entry to the Festival must be paid by the entrant.

19. If selected, the cost of postage and packing of screening copy (inbound print transport) to the Festival must be paid by the entrant. OCDF will cover costs associated with the return or forwarding of screening copy (outbound print transport) after the festival.
20. OCDF is unable to offer any screening fees for films submitted to the Festival.

NOTIFICATION
21. If a film is selected for screening, the Festival will contact the entrant by e-mail. All entries will be notified by 15 May 2014 at the latest, barring unforeseen circumstances. If for some reason you haven’t received an email by this date, please check festival website for programme announcements or contact the Programming Team.
22. Following selection, the Festival will provide all successful entrants with a Screening Agreement and delivery schedule.

SELECTION
23. All entries are viewed and chosen by the Programming Team. Final selections are at the sole discretion of the Festival.
24. All films selected will be made available for viewing. All timings, date and venue details will be assigned by the Festival.

25. The Festival reserves the right to place films into relevant programme strands.
26. Preference will be given but is not limited to submissions that have not been distributed theatrically.
27. If selected, the entrant grants OCDF the right to utilize publicity materials related to the production (e.g. press kits, posters, stills, etc.) for promotional purposes and to broadcast or screen clips of a maximum of five minutes.
28. Successful entries may be used for private press screenings prior to the festival. In this case, the Festival would contact the entrant in advance.
29. Films selected for public presentation at Open City Docs Fest will also be eligible for subsequent or additional screenings carried out by Open City Docs outside of the Festival itself.


AWARDS
30. All films selected for OCDF 2014, with the exception of those screening in retrospective programmes, are eligible for awards. Shortlisted films will be determined by the Programming Team.
31. Awards will be decided and presented by a team of International Jury Members.

GENERAL
32. Entrant confirms and warrants required legal authority to submit the entry into the Festival and to use all music, images and content in the entry.
33. Submission to the festival implies acceptance of its rules and all terms and conditions.
34. Submission guidelines for OCDF 2014 are subject to change. OCDF reserves the right to rule on all issues not expressly covered in these guidelines.
35. By agreeing to these terms, you warrant that you have read, understood, and agreed to the regulations of Open City Docs Fest and that, to the best of your knowledge, the information that you have supplied is correct.
